The Council of State set a total capital
spending limit for the CAA of € 60 million for 2003.
In addition the Council of State prescribed that the CAA could
make capital spending commitments during 2003 for charges
against future financial years of not more than € 100
million.
Actual capital spending by the CAA during 2003 amounted to
€ 43.1 million. This was allocated as follows:

The most important capital items to be completed were the
expansion of the domestic building at Helsinki- Vantaa Airport,
to comply with security inspection requirements, the maintenance
centre at Rovaniemi Airport; the runway resurfacing at Tampere-Pirkkala
Airport; construction of security areas at various airports;
replacement of approach equipment at Kajaani, Joensuu and
Kemi-Tornio airports and the replacement of VHF direction
finding equipment at Kemi-Tornio, Oulu, Savonlinna, Lappeenranta
and Kruunupyy airports.
Capital spending commitments in line with the Council of State
ruling amounted to € 14.1 million.
