Objectives laid down for the CAA by parliament, the Council of State and the ministry, and how they have been achieved

In discussions of the state budget, parliament approved and the Council of State laid out the following service and other operational targets for the Civil Aviation Administration:

The objective of the Civil Aviation Administration is, in accordance with its sector and its duties, to ensure that aviation operations are carried out as safely, efficiently, appropriately and economically as possible.

The CAA must provide and develop its services in accordance with the requirements for a profitable business. In providing and developing its services, the CAA must take into account the needs of its customers, including military aviation, as well as the needs of the general public. Finland’s airports and air navigation systems must be maintained and developed as a single entity and developed to correspond to the demand for these services. Primarily, the CAA must strive to ensure the services necessary to maintain regular, scheduled air traffic.

Another objective of the CAA is to capitalize on its land in the vicinity of its airports as efficiently as possible as regards air traffic and society whilst preserving the proper operation of the airports as its prime concern.

The profit target for the CAA before balance sheet transfers is € 7.2 million.

The Ministry of Transport and Communications made it an objective of the CAA to implement an environmental scheme in accordance with an action plan for transport administration bodies.

In addition, the Ministry of Transport and Communications set out separate operational objectives for the Flight Safety Authority of the CAA for 2003. The Flight Safety Authority has submitted a separate report on these objectives to the Ministry of Transport and Communications.
