Primary Operational Goals

In order to fulfil its general objectives, the Flight Safety Authority’s operational goals included the following during 2003:

The Flight Safety Authority takes part in the preparatory work for the introduction of the European Union’s air safety authority (EASA), both on the administrative board and in the preparation of its norms at expert level.

The Flight Safety Authority was actively involved in preparations for the EASA regulations and implementing rules and gave statements on broader proposals for the essential requirements (ER) and implementing rules (IR). The Flight Safety Authority participated in meetings of the European Union’s EASA committee, in which it proposed amendments to the regulations.

Development work on the ESARR regulations concerning air traffic control activities continues through participation in the work of the Eurocontrol safety regulation commission (SRC). The Nordic committee’s work on harmonizing nordic aviation regulations is also continuing. ESARR 3 concerning safety management systems used in air traffic management and ESARR 5, which concerns air traffic controller licences, will come into force in 2003. The Flight Safety Authority publishes national aviation regulations based on these standards.

The Flight Safety Authority took part in the conferences of the safety regulation commission and in the work of its subcommittees. Cooperation among the Nordic countries on harmonizing national air traffic control regulations has continued. The national aviation regulation based on ESARR 3 concerning the use of safety management systems by air traffic management service providers (ANS M 1-1) was published and came into force in July 2003. New aviation regulations were drawn up on the basis of ESARR 5 concerning the personnel of air traffic management services (ANS M 1-2), licences for air traffic control trainees (PEL M 3-12) and the authorization of competence assessors (PEL M 3-13), and the requisite changes were made to the regulations concerning air traffic controller licences (PEL M 3-10). The regulations came into force in November 2003.
