Annual report of the CAA 2003

Shift Planning System in Use Throughout the CAA

A programme purchased by the CAA for planning work cycles and shifts has been fully operational in all units since the end of 2002. The final phase of the project, i.e. the automatic transfer of performance data from the shift planning system to the personnel and wage calculation system, began in the spring of 2003. Thus the practice of employees filling in work sheets for manual entry into the system could finally be abandoned. During 2003 the entire work chain was incorporated into the system, i.e. long-term shift planning, automatic shift logging, programmed maintenance of confirmed shift lists, automatic transfer of work performance information to the salaries list, and reporting. A followup project was begun to make manning and work-time planning more efficient. The aim is to analyse manning and traffic data for each unit and use the information to optimize work practices.

The new shift planning system was a difficult undertaking, which fundamentally altered working procedures and old practices within the units. It is still being developed, but the aims of the programme have largely been achieved. Interpretations of labour contracts have been harmonized and the calculation and monitoring of working time has been automated.
