During 2004, Finland engaged in negotiations with Japan
and Russia on developing existing so-called air services
agreements. In addition a joint understanding was reached
concerning an air services agreement with the United Arab
Emirates.
The European commission, meanwhile, conducts air transport
negotiations with the United States on behalf of all EU
countries. The Air Transport Authority participated in the
work of a special committee to assist the commission in
the negotiations. In addition, the commission has been granted
powers to negotiate collectively on behalf of the EU states
with any other country in order to amend agreements that
contain provisions contrary to EU legislation.
