The average level of airport and air navigation charges
in Finland in 2004 remained the same as for 1993. Adjusted
for inflation, charges have come down by about 20 %. Structural
changes in charges have been phased in, as required by EU
transport policy and as desired by international customers,
in such a way that domestic and international traffic landing
and air navigation charges have been harmonised. This means
that domestic charges have risen and international charges
have fallen.
The average charge per flight at CAA airports, which goes
to pay for the construction and maintenance of the aviation
infrastructure as well as for the costs of running the airport
and air navigation services, amounts to 11.85 euros. For
each flight starting in Finland, arriving in Finland and
taking place within the country, the average cost structure
is as follows:

The passenger terminal charge includes a 0.6 euros margin
to pay for the official aviation functions carried out by
the CAA’s Flight Safety Authority and a margin to
pay for certain underpriced public services traditionally
handled by the CAA (0.13 euros/flight). When these services
and official responsibilities, which now run counter to
the new Act concerning state owned enterprises, are abolished,
probably at the beginning of 2006, the CAA will be able
to lower its passenger charges. In this respect, the competitive
neutrality between various forms of transport will improve
slightly.
The less than 12 euro charge for airport and air navigation
services should be seen in relation to say, the 15–45
euro handling charge levied by some airlines on their air
ticket price, or the average infrastructure price of a single
passenger kilometre flown in Finnish airspace, which is
4.4 cents.
