CIVIL AVIATION SECURITY
A major challenge for the Security Unit of the Air Transport Authority is to advise and supervise airports, airlines and other bodies concerned in the field of civil aviation security so that they can comply with legislative requirements.
During the review year work continued in the civil aviation security sector on drawing up and refining common European regulations. It can be said that one of the major projects was the complete overhaul of the “general regulation” of the security regulation approved by the European parliament and council in 2002.
In its current form the general regulation contains highly detailed rules which are time consuming to check. Indeed, the idea is to include only the broader outlines into the general regulation. The more detailed rules would be concentrated in the commission’s regulation so that they can be approved by a more simplified procedure. Another factor in favour of this legislative change is that it is advisable to keep a number of details regarding security matters confidential.
It is estimated that the complete overhaul of the security regulation will take a couple of years. The commission’s implementation rules are are also being refined at the same time.
