THE FLIGHT SAFETY AUTHORITY 2005

The year 2005 was the last in which the Flight Safety Authority operated as part of the Civil Aviation Administration. Preparations were made during the year for separating the official aviation administration duties of the Civil Aviation Administration and transferring them to a new aviation body called the Civil Aviation Authority (Ilmailuhallinto).

PREPARING FOR THE NEW

The primary operational task of the Flight Safety Authority during the review year was the foundation of the Civil Aviation Authority and related measures. The Flight Safety Authority assisted the Ministry of Transport and Communications in the preparation of legislation, particularly in regard to the Aviation Act and the Civil Aviation Authority’s funding regulation. Preparations were significantly complicated by the amendments and postponement of decisions concerning Civil Aviation Authority funding.

The Civil Aviation Authority organisation was “built in” to the Flight Safety Authority so that the office was able to begin operations on January 1st 2006.
