FINAVIA’S ENVIRONMENTAL WORK
The most important environmental considerations in maintaining the airports include skid prevention of the runways
maintained by Finavia, ice protection and de-icing of aircraft by ground agents, and the flight operations of aircraft belonging to air carriers, private individuals and the defence forces.
Finavia monitors development work of substances used in ice protection and uses as far as possible products that load the water ecosystem as little as possible. In order to reduce loading at regional airports caused by the run-off of substances used in ice protection, Tampere-Pirkkala Airport is testing similar kinds of solutions that are used at Helsinki-Vantaa Airport. If they are successful at this scale, the procedures will be gradually introduced at the largest regional airports.
Finavia draws up reports on aircraft noise to assist land use planning and directs air traffic within the limits of various framework conditions taking into account noise management. Finavia monitors air emissions using calculatory methods and checks the air quality at Helsinki-Vantaa Airport in cooperation with the authorities. The key environmental figures for the airports are published separately in the 2006 Environmental Review.
Unlike other transport administrations, Finavia requires environmental permits for each airport to carry out its operations. The permit processes also ensure extensive consultation with stakeholders. In accordance with the updated environmental legislation, the regional environment centres require Finavia to apply for the new type of environmental permits for the airports within a rapid time frame. An application must be made for environmental permits irrespective of the fact that the operation of the airports has become established. Utti Airport received the environmental permit in 2005, and another permit was received by Mariehamn Airport during the year under review because of the provincial government. The permit applications of five airports, i.e. Tampere-Pirkkala, Turku, Helsinki-Malmi, Oulu and Kuopio, are being processed. During the year under review, work started on preparing the application for four new airports – Joensuu, Jyväskylä, Halli and Helsinki-Vantaa. During the year, the Lapland Regional Environment Centre ordered five airports – Rovaniemi, Kittilä, Ivalo, Kemi-Tornio and Enontekiö – to start their permit process.
