Management
Finavia (the former Civil Aviation Administration) is an enterprise as referred to in the State Enterprise Act (1185/2002). The sphere of authority and tasks of Finavia are specified in sections 2–5 of the Civil Aviation Administration Act.BOARD OF DIRECTORS
The Board of Directors is the highest decision- making authority in Finavia, and its tasks and authority to make decisions are set out in the State Enterprise Act, the Civil Aviation Administration Act, the Decree on the Civil Aviation Administration and Finavia’s working order.Finavia’s Board of Directors guides and controls Finavia’s operations and ensures that its administration and operations are organised appropriately and that it functions in accordance with the decisions and regulations of Parliament and other authorities. The Board of Directors also ensures that Finavia’s accounting and financial administration are organised appropriately.
The Board of Directors makes decisions on the development of Finavia’s operations within the framework of the operational and financial targets set by Parliament and the Ministry of Transport and Communications and monitors and reports on the achievement of the targets. The Board of Directors makes the decisions on the main features and strategic policies of Finavia Group’s organisation.
The Board of Directors prepares the Group’s financial statements and annual report and, in connection with them, makes a proposal on measures concerning the profit or loss. The Board of Directors approves proposals on the budget for the next accounting period, service targets and other operating targets, and the profit target and profit-crediting target. The Board of Directors decides on borrowing and major investments and other long-term expenditure. The Board of Directors also has the authority to decide on the basis of the pricing of products and services. The Board of Directors elects an Audit Committee and Compensation Committee from among its members, and decides on Finavia’s personnel and pay policy principles as well as the bonus scheme and its application.
The Board of Directors appoints the President and Chief Executive Officer and the Directors that report directly to him or her.
FINAVIA’S PRESIDENT AND CEO
The tasks and responsibilities of Finavia’s President and Chief Executive Officer are laid out in the State Enterprise Act (20 December 2002/1185) and in Finavia’s working order.Finavia’s President and CEO is accountable for directing Finavia’s operations. He or she develops Finavia’s operations, manages its business operations, the legality of its accounting and ensures that its financial management is organised in a reliable fashion. The President and CEO is responsible for the development of the infrastructure of Finavia’s business oper ations so that it creates the preconditions for air traffic, a key competitive factor for Finland. He or she handles the implementation of the decisions of the Board of Directors and provides the Board with information on measures and events that are important for Finavia’s operations. The President and CEO is responsible for the development of Finavia’s strategy process.
DEPUTY CHIEF EXECUTIVE OFFICER
The Deputy CEO functions as the CEO’s substitute when needed. The Deputy CEO’s tasks include the management and development of Finavia’s Group services as well as the tasks, projects and development initiatives connected to the Group’s management assigned by the CEO.FINAVIA GROUP’S MANAGEMENT GROUP
The management group and expanded management group assist the CEO in managing Finavia Group. The management group and the expanded management group include those individuals invited as members by the CEO. The Group’s management group deals with matters connected to the management and development of Finavia at the discretion of the CEO. Finavia Group’s management group is assisted by the Group-level safety and quality management group, environmental management group and Helsinki-Vantaa Airport’s strategic management group.BUSINESS AREAS
Group management directs the profit centres at the strategic level, tactical level and the level of the objectives of the business areas by means of Finavia’s business areas. Their responsibility is to connect certain objectives, processes and management practices to the operations and objectives of regions and through them to the operations and objectives of airports. The responsibilities of each business area include the planning and management of their own business operations that cut across the whole Group, the development of services, and the control and monitoring of customer processes and provisioning of services using indicators.AIRPORT AREAS
Airport areas are Finavia’s profit centres. It is their responsibility to ensure the achieve ment of the objectives of the business areas and joint services, and compliance with guidelines and instructions, in the area and at airports, as well as to direct the use of the area’s joint resources.AIRPORTS
An airport is the profit centre of an airport area. An airport is responsible, within the framework of the strategies and policies set, for the development and financial and operational result of the airport’s operations. An airport’s task is to provide safe passenger, ground transport, apron, traffic area, air navigation and other commercial services that can be applied to airport operations.INTERNAL AUDITING
Finavia’s internal auditing unit is an independent unit that functions under the direct supervision of the Board of Directors and CEO. It supports the organisation in achieving its objectives by systematically evaluating the Group’s risk management, control, management and administrative processes and by furthering their development.GROUP ORGANISATION
