The Finnish Government announced earlier in September that travel will be eased starting on 23 November with the introduction of a model based on prior COVID-19 testing before arrival in the country instead of country-specific restrictions.The Government recommends avoiding unnecessary travel to countries other than those that are exempt from entry restrictions.

Quarantine instructions during the transition period 1 October - 22 November, 2020
Self-isolation is recommended if the passenger has, during the last 14 days, been in or travelled through a country that is still subject to travel restrictions. Passengers are guided to leave the airport using their own car or by taxi. You can shorten self-isolation in the following cases:
Finnish citizens and residents of Finland: When you arrive in Finland, stay in self-isolation for 14 days. If you want to shorter the self-isolation time, to go the a covid-19 test as soon as you arrive at Helsinki Airport (the test is free-of-charge) and then go to another covid-19 test 72 hours (earliest) after your arrival. If you get a negative test result from the second test, you don´t have to continue self-isolation.
Others when visiting Finland less that 72 hours: If the person has a negative coronavirus test certificate that is less than 72 hours old at the time of arrival in Finland and will stay in the country for less than 72 hours, a second test and self-isolation are not required.
Others when visiting Finland over 72 hours: When you arrive in Finland, stay in self-isolation for 14 days. If you have a negative coronavirus test certificate that is no more than 72 hours old at the time of your arrival in Finland, take another coronavirus test 72 hours after your arrival. Do not take the 2. test before 72 hours after your arrival. If the result of this second test is negative, you can stop your self-quarantine. You can also take the 1. test (free of charge) at Helsinki Airport when you arrive in Finland.

A new limit value for travel restrictions
The Government set a new limit value for the incidence of the coronavirus. If not more than 25 new COVID-19 cases per 100,000 inhabitants have been detected in the country in the previous 14 days, the travel restrictions can be lifted for that country.
The situation will be reviewed on a weekly basis, which may result in changes to country-specific restrictions.
