According to our information, the European Commission is preparing changes to the rules regarding liquid containers in carry-on luggage. Some of these changes have already been implemented at certain European airports. As a result, different airports across Europe currently have varying guidelines concerning liquids allowed in carry-on luggage.
Finavia is closely monitoring the situation regarding restrictions on liquids in carry-on luggage. We have not yet received notification from the European Commission that would allow passengers to bring liquid containers larger than 100 millilitres through the security checkpoint at Helsinki Airport’s departure hall.
We will inform passengers about the impact of the changes on Finavia airports once the European Commission has made its decision and the related details have been clarified.
Instructions for passengers
We kindly ask passengers to check the packing guidelines for carry-on luggage in advance before arriving at the airport and to place any liquid containers over 100 millilitres in their checked baggage.
In addition to drinks and clearly liquid products, liquids include almost all cosmetic products and many food items. Examples of liquids include skin creams, toothpaste, mascara, aerosols, gels, fruit, fish and meat preserves, frozen goods, butter, cream cheese, and quark. A good rule of thumb is: if it can be spread, it is considered a liquid.
Security check at Helsinki Airport departure hall
- According to current regulations, passengers may carry liquid containers of up to 100 millilitres in their hand luggage. The total volume of such containers may not exceed two litres per passenger.
- In addition, passengers may carry the necessary amount of medical liquids, baby food, and liquids required for special diets during the journey.
- Liquids and electronics do not need to be removed from the bag during security screening. Liquids also do not need to be packed in a resealable, transparent one-litre plastic bag.

Security check at Finavia’s regional airports
Finavia operates 17 regional airports with passenger traffic. The same carry-on luggage packing guidelines apply to all regional airports.
- Passengers may carry liquid containers of up to 100 millilitres, which must fit into a single, transparent, resealable one-litre plastic bag.
- Medical liquids, special dietary liquids, and baby food may be carried in the amount needed during the journey.
- All liquid containers and electronics must be removed from the bag and presented to the security officer before screening.
